Average daily traffic is recorded by permanent counters on the road network and published per road. For rail, station usage is published in travellers per day. Both provide a defensible order of magnitude for the flow passing a location.
A high flow does not mechanically convert into custom: a fast through-road generates passage with no possible stop, and a commuter station produces considerable flow of which only a fraction consumes on site. Flow sets a ceiling, not a forecast.
